Most states run your drivers license thru the national criminal database, NICS check despite whatever permits you have or need to purchase a gun. If you take your gun in for repair, you will be run against the FBI's database.
Running a nics check is preferable since it assumes you are innocent of a crime rather than the low probability that you will soon be guilty of some future crime.
Stand back, all gang members in HI will be registering themselves as gun owners and wait times will stunt crime until the backloged que is resolved.

what is ironic is the bureaucracy on an island in the middle of the ocean feels it has to register owners because they can't solve a violent crime on a very limited land area. Even more discouraging is that this move is intended to ease the work for the police AFTER a crime, and there is nothing but theory that will help solve a crime and certainly nothing to suggest this registration will prevent a crime.
Registering gun owners will be overturned by the courts as it presumes guilt and does nothing to prevent crime.

I'm on the side that thinks there is nothing wrong with this law. It's "just" for criminals, so if you are a law abiding gun owner this "shouldn't" affect you.
Except it's not just for criminals. Hawaii law requires all firearm owners to register. So, everyone with a firearm goes into the database, not just criminals.
(Also notice that the law for revoking firearms kicks in on arrest, not conviction.)

Hawaii passed a law making it the first state to put gun owners on a federal criminal record database and monitor them.
Hawaii Governor David Ige signed the bill Thursday, which allows police to enroll firearms applicants and individuals who are registering their firearms into “Rap Back,” a Federal Bureau of Investigation database that monitors criminal activities by people under investigation or in positions of trust, Reuters reported.
The law takes effect immediately. “Rap Back” allows Hawaii police to be notified when a Hawaii firearm owner is arrested anywhere in the U.S. In addition, the law allows Hawaii police to evaluate whether a firearm owner should continue owning a gun after being arrested.
This move comes after a sit-in by Democrats to support gun control measures that would keep people on the no-fly list from buying a gun.
Previously, Ige had signed a law that disqualifies people convicted of stalking and sexual assault from owning a gun and a law that requires firearm owners diagnosed with a mental, behavioral or emotional disorder to surrender their firearms.
