This isn't really news. Israel has a problem with Orthodox and Ultra Orthodox Jews (mostly Ultra Orthodox though) abusing the welfare system because some of them think the government should pay them to sit around studying the Torah all day.
I've told people for years how bad the Hasidic communities in NY
are, they turn welfare and corruption into a way of life.
Tons of kids, no legal marriages (religious only), school scams,
you name it.
