The cop in the beginning clearly says he told him to put his hands out of the vehicle.

I am inclined to believe the cop, because you don't tell a passenger for
license and registration, you ask the driver.

Still, 4 shots is too much, and no shots should have been fired.
The young police today are too jumpy. It's bad training, they are
trained to jump too soon.
Here we go again. He was the driver. When using your front facing camera on FB Live, it mirrors the image. Do you not notice the steering wheel on the guy's side?

I was at a park with some friends years ago. There were a couple of hundred families there just sitting under the trees when a guy walked past us caring a rifle.
He wasent pointing it so no one really tok too much notice. Then all of a sudden there was three shots and everyone looked up. The guy shot between a guy and a woman who was apparently his ex. They both looked shocked. just a few seconds later a cop came walking up behind the guy with the rifle and in a calm voice told him that he was there and the guy should put the rifle down. The cop hadnt drawn his gun. We could see his partner back at the road with a rifle and he wasent pointing it either. The cop spoke clearly in a nice calm voice telling the guy that it wasent worth it, Women can do that to a guy, Things werent all that bad. Then the guy fired another shot into the dirt on the other side of the couple. The cop still didnt draw his guy but the one by the road was now pointing his. But the cop kept talking to him then suddenly the guy dripped he rifle and started crying. The cop walked up to him and frisked him quickly then walked him back to the road. Everything ended well for everyone.
We were leaving and the cop that confronted the guy was by our car. My friend asked him why he didnt just shoot him. The cop replied that we are here to protect people. If we kill someone we just failed at our job.

Id really like to know where that mentality went to.

Why not? Get paid well (including pensions and overtime pay), can kill anybody you want, don't need to go to college, can be an a-hole to 99% of the citizens and not get in trouble... No real downside.

What do you expect exactly? Have you noticed the way the average citizen behaves lately?
I expect cops to be treated just like the rest of us are treated if we abuse the powers that society has conferred upon us.

An abuse of power means that someone has been abused. When police powers include the use of guns, that abuse can be deadly.

This isn't anything new, Allison Krause, one of the students murdered at Kent State in 1970 was left lying bleeding out on the ground for 45 minutes while a short distance away there were available ambulances held in reserve for police/guard.

I hope the cop is identified and the appropriate measures are taken by the victim's family. An eye for an eye!! Only then will this stuff stop. Protesting are for the weak.

That's what we should expect from the cops.
Take risk if you have to if it saves a life.
Too many cops nowadays just don't want to lose even a hair and live in constant fear.
A scared person with a gun is dangerous whether it's a cop or a crook and accidents happen.
Scared cop shouldn't be in the field but they are too proud to admit that and rightfully so as they can kill and become even bigger badass after paid vacation.

Are people really blaming the victim for not getting his id out before the police approached?!?!?

Can't do that, all that does is give ammo for those who deflect to blacks being criminals in stories like this, and make already unhinged, unstable police officers who fear blacks even more unhinged and fearful of blacks.

Then, another cop will unnecessarily kill a black man, because they're unhinged and fearful. It's a vicious cycle that can only be broken starting with more accountability and stricter requirements to become a police officer.

Is there not a task force of independent specialists who can investigate these types of situations and expose corrupt police departments? If not, there needs to be.

We should always learn from history. Don't believe I have ever said otherwise.
