To me, and call me dumb, the restrictions on the fed till the 9th say that anything else restricting must be an amendment. That which does not supersede, is now 10th, or state solely regulated
Personally, I believe the intent of the Constitution was to protect all natural human rights from the power of government.
So I would say the 9th prohibits the government from restricting any human action which is not an initiation of force upon another.
Obviously our government in practice is, and has always been, about destroying every natural right that it can get the idiot populace to give up under the threat of government aggression.
The point is moot. As no one alive signed the Constitution and it was never followed in law or intent after it was signed anyway.
