That would seem to be true, but more recently in Europe especially it's both. First and second generation Muslims really act a lot a like any way. They seem to be Muslim first, followed by their country of origin, then Americans 3rd

Uh, no. Citizenship is for the most part irrevocable. In extremely rare (read: nearly unheard of) cases, a citizenship can be revoked on the basis that it was originally granted under false pretenses. Like ex-Nazis who lied about their past life.
Not to mention that such a proposal is frankly, bigoted.
