You are mistaken. These sorts of steps are NOT intended to "solve" any real problems.
What they are, are incremental steps to reduce the enjoyment, increase the legal and civil liabilities etc., of an activity so that over time, less and less people are involved in the activity because of all of the hurdles an pitfalls that have been, incrementally, put in place, until there is nobody left to defend that activity in the political arena. They do this most actively against activities that contribute to "self-reliance" and the ability to live without dependency on the Masters in DC and State Capitols. By the time they are done, life will be mere "existance" not worth the effort of living, and the chattel will then be slaves to the ruling masters. It is the way of the ruling class (or at least one of the ways).
Kerry is now going after AC and Refrigeration. What the hell kind of life can one live without AC and refrigeration? Not much, in today's world. You'll be reduced to a bunch of easily-enslaved drones - and that IS their end-game, pretenses not withstanding.

Meanwhile the mounting of a scope that involves the machining of new dovetails or the drilling and tapping of holes may or not be “manufacturing,†depending on whether the scope improves the accuracy of the firearm beyond its prior configuration. "
so basically if you mount a scope, you're altering the gun and making it more accurate, so you're now breaking the law unless you pay a ridiculous amount of money ($2,250 per year) to be certified as a manufacturer.

The goal is to herd us all into cities to live in tiny boxy apartments (pods) the government will control the environment, allow a certain level of heating and cooling to each pod. Everyone will have censored entertainment, computers and virtual reality stuff, and good tasting highly processed gmo food and weed. No one will be allowed to have any kind of weapon, or anything sharper than a butter knife. Each pod building will be self contained so no one really even has to leave. Kids are being raised to want this so it should not be tough. Eventually more and more will be expected of the pod people and more taken away. They will have been too weakened to resist.
Its not alarmist, its goal is to make owning and working on guns more expensive. It will put some smaller GS out of business. It will make for higher prices and longer waits. Its BS totally and has nothing as a real world goal other than this. Does this also apply to an owner doing the work himself?
And all this time we have heard how Obama, and now hillary, are FOR the middle class.
