Read post 6. Obama said it himself that the payment was in response to the prisoners.

I just find it appalling that we have almost $20 trillion in debt, and we ship $400 million to these people that we have been holding "in escrow".

We spend money earmarked for Social Security, and we have this "in escrow." Totally ridiculous.
