Not until all laws both criminal and civil that excuse people for their actions while under the influence are completely removed AND laws are put in place that GREATLY increase the consequences for any crime committed while under their influence.

Between the 7:30 minute mark to the 15:00 minute mark of the video, Joe Rogan and Jesse Ventura have an interesting discussion on marijuana. I would fast forward to it.
But the whole video interview is really interesting and covers all sorts of ground from Jesse having been a ranking member of the Mongols motorcycle club to the assassination of JFK to a new US legal precedence being set from his Chris Kyle lawsuits (now he says courts have granted big news the right to defame you, profit from it, and keep the profits) to speculation about if he had ran in this election to be President.
Jesse Ventura has lived one interesting life. Talk about an intriguing individuals as . Even as a staunch atheist I like him more than some Christians (Hillary claims to be one, and Yahoo news running some pious religious story about her the other day, about how she gets daily spiritual email messages or something from some Protestant pastor).
If he had ran for President I would have voted for him. Imagine, a President that is a former ranking member of the Mongols, Veitnam vet Navy SEAL, pro-wrestler, has lived in Mexico, and wants to legalize pot and end the crusader wars of the USA.
