An administration most certainly influences whether or not the ACoE grants permits or not.
Who said anything about drilling on the res? And I allowed the oil companies to survey for oil on my land. None found. Otherwise, drill baby drill and I can collect the royalties since I own the mineral rights.
This about transporting oil in a pipeline that's NOT on the res.
But the train hauling it goes through a part of the res.
