These statistics are basically correct, here to make a point.

The average American television hour is 36% commercials.
The average American prime time television hour is 41% commercials.

An NFL football game is over 3 hours, with about 11 minutes of actual
televised play (not including the clock running) and is composed of
over 100 commercials during the game.

If you're going to watch an old Christmas special, variety show, movie,
or even an older sitcom, realize that a large number of minutes are
chopped off that show, because in America there used to be a lot less
commercials.

The EU and Australia show no more than 12 minutes of ads per hour.
The UK is limited to 7 minutes per hour, with 9 allowed in peak times.

So... if you're an American, or if you live here enough to watch television,
would you support FCC regulations on advertising like other countries ?

Another point should be made.

How can we possibly make education opinions on important matters
when "news" is 40% advertising ? Often, salient guests are reducted
to being allowed mere seconds to express their views on our very way of life.
How can they squeeze these views into seconds of time, with the anchor
constantly moving them on, and adding his or her own sound-byte info ?

Is true learning or new thought even possible in such an environment ?

yes, the great majority of that "playing time" is just the clock running without play.

Broadcasting is a business; they make money selling advertising. The market balances itself just fine without government intervention. If they sell too much advertising they will lose viewers thereby reducing what they can charge for advertising.

You can always do what I did. I do not have any TV service at all; haven't seen a commercial in over eight years. I get everything I want from Netflix.

I am not voting in your poll because neither selection fits. I never want more government control so the answer is no but I don't like advertising. While I sometimes follow Frank's advice above and change the channel, my standard approach is one of two things.

I DVR everything. Network series, sports, news, etc. For most shows, I use a 30 second skip button on my DirecTV DVR. Click it 4 times and I'm 2 minutes ahead. Sometimes that is enough. Other times it takes 6 or 8 clicks to get through the commercial. For football, I not only click through commercials, if the team isn't running the "hurry up" offense I can click right after a tackle and in a split second I'm watching the next snap. I can watch a full game not missing a play in a little more than one hour. For news, I skip not only commercials but also most subjects which don't interest me.

Using this method I watch more TV that interests me while spending less time in from of the TV.

I also take advantage of commercial free programming from streaming services and premium channels.
