Maybe, but then again, so are the people who think Obama gave the internet to China. Those people are objectively, provable, and empirically wrong. And in the face of clear evidence that what they're saying is true, they, like an idiot would do, have absolutely no change in their opinion.
1. ICANN is headquartered in Los Angeles and was incorporated as a non-profit in California. So far, there is no (public) discussion of moving it.
2. Until October 1, the President of ICANN reported to the Secretary of the Department of Commerce.
3. There's an advisory committee of members from more than 100 countries. I have no idea how much influence they have.
With that, as someone else noted, why 'fix' something that's not broken? The only reason China, Russia, and few other countries lobbied for this change is that they want more influence. That's the only reason.
Say what you want about NSA, IRS, Democrats/Republicans, the nerds running ICANN have done a fantastic job, and there has been no, none, never any charges that ICANN played politics with domain names.
The first thing that will happen in 2017 is that non-US websites offensive to Chinese and Russian policies will cease to exist. I'd bet on it.

And they're going to continue to run it as an independent organization. So what's your problem?
