Do you know why that was once done?
Because hot tar scars a person for life with the burns. The feathers make the cooling tar harder to pull off, increasing the scarring. The rail, a railroad tie, was used to keep the person away, so the crowd didn't get splattered by the hot tar. It was a quick trip to the river on that rail, but never fast enough for the guy who got the tar.

A perfect reply for calling for a Presidential lynching. The only difference between the two is the guy with the tar coating usually survived, but usually wished he hadn't.

Don't agree with what he said, but he is free to say what he wants. Only thing is when he said the "l" word and made a threat to the President that's a no no.
