Under current law, Congress does not have to approve the Democratic administration's plan. But the House of Representatives and Senate, both controlled by Republicans, would have to appropriate money to pay for any expanded effort.

Answer my question then. Why should I vote for Trump? Considering all of these things:
-Retweet a tweet from a Neo-Nazi site regarding Blacks(a bigoted tweet that had no basis in fact)
-Other comments about Blacks(before he started begging Blacks for votes recently).
-Refused to disavow the KKK
