Of course they haven't.

Read or deeper further, the idea is to create the necessary infrastructure money without adding to deficits or total debt.

For somebody who goes on about the deficit and doesn't plan on raising taxes, I find it pretty funny that he'd push for a project that would really increase the deficit.
