That's the Clinton game plan. Her elite buddies win and the lowly citizens lose. Most probably think it's a wild exaggeration and conspiracy theory - but it's exactly what has happened throughout the course of history to other nations.
It looks like a rate of change indicator or a 2nd degree rate of change indicator. If the number of new jobs reaches a local peak and stalls, the indicator will fall. It doesn't necessarily mean the economy is worsening.
