So either Trump does not understand what being POTUS is all about, or he already knew what the Russians were up to, had no intention of stopping it, and is lying up a storm.
Politicians, lawyers, as a routine use the labrynth of legal language, punctuation, nuance, sentence structure, literal and interpretive language to mean things their words disguise.
