Because of racial history. Terms like "monkey" and "ape" were specifically reserved for insulting Black people and no other groups. Blacks were the ones being compared to apes and gorillas.
The Irish were referred to as "White" n-words. So the Irish were compared to Blacks alot. After they were considered "White", Blacks still got hurled with the "monkey" insult.
