It means that people must NOT HAVE ALLEGIANCE to any other country. Illegals do. They are citizens of a foreign country.

Amendment XIV
Section 1.
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. That language regarding "foreigners and aliens" doesn't appear to have made it into the Amendment as ratified, does it?
The children of foreign diplomats are not subject to the sovereignty of the US because of diplomatic immunity, not because of the late Senator.
