The following is going by the quote you have from Howard Dean.

First off, neither party is lead by Baby Boomers in the House. Nancy Pelosi is not a Baby Boomer, she was born in 1940 which makes her from the Silent Generation. And the Republicans already have a younger leader in the House, his name is Paul Ryan and is from Generation X (Yay!).

Second, why should Baby Boomers step aside? The Baby Boom was from 1945/1946 to 1963. The oldest Boomers are about 70 while the youngest are only in the early 50s. 50s to 70s is prime age for politicians around the World, in fact many leaders are in their 70s and some in their 80s. Baby Boomers are not exactly ancient here.
