All of the environmental policy created under the Obama era was done unilaterally with his "pen and his phone", matter of fact most of what he done has occurred this way. When his legacy gets unilaterally gutted by a swipe of Trumps pen don't go crying about it, blame Obama

He can use his "pen and phone" non-stop until he is gone - it all goes in the Federal Registry.
