Carter was 40 years ago, but that's how bad he was. Only Obama has since eclipsed him.

Really?

Bush's recession began a year before he left office. It took nearly 8 years of Obama before the economy started getting back on its feet. The previous recession was under George H.W. Bush (I don't count the early 2000s recession since it basically only affected tech), a result of 8 years of disastrous trickle down and deficit spending under Reagan. The last GOP President that left us with a good economy was probably Eisenhower.

Bush's recession was due to Democrat policies enacted by Carter and accelerated by Clinton. We've been through this already. And Obama didn't get the economy back on its feet. He drove everyone out of the labor market and onto food stamps, replaced full time jobs with part time jobs, and caused businesses to flee to foreign countries. The only thing that saddens me about Hillary Clinton's loss is watching her inherit his total failure. Instead, as usual, Democrats get to pass off their disasters onto other people.

You obviously where not alive during the wonderfulness of the Carter years when we enjoyed not just high unemployment but inflation as well!
I specified the last 30 years: 2 Bushes, Clinton and Obama.

Nevertheless, your chart shows Obama leaving office with the lowest misery index at 5 since Eisenhower. Interesting, isn't it?
