Between 18:30-19:10 - Kerry says Russia does not care about international law and we do. Then he says the lawyers say we can't do anything (we can't go to war) unless we are invited in by Syria, or there is a UN Security Council resolution (which Russia/China would veto), or we are under attack.

Russia was invited by the Syria government to act. Seems like they followed international law.

The only reason we can fly is that we are (supposedly - my insertion) attacking ISIS. But it is obvious that our intentions lead towards toppling the Syrian government - not ISIS.

The problem is the NY Times article is still only an extract. There's still much to the audio about the rebels asking for Washington to step in militarily instead of just supplying weapons and advisor and of the US being prevented from doing so by intl law, Congress, and lack of public support. They left out a lot of the discussion and context which can be found here.
