Exactly right.

The Republicans do not have a Filibuster-proof majority and they are not so omnipotent as some naive people would like to believe. Almost all the big cities in the US are administered by Democratic mayors and if one doesn't think a city like New York or Los Angeles or Chicago or Philadelphia control more money and have more influence on the US than whole states like Wyoming or Kentucky or Idaho or Mississippi than they are in for a rude awakening.

Ahh but they do. The only way the Democrats can hold up a bill is to stand at the podium and talk. How long do you think they will stand there and read names from a phone book?
