Your are equating race with gang membership? Are you saying white people can't be in gang? or maybe that "gang" is a new race?
I'm not saying there are no white gangs, biker gangs have been around for sometime now, mostly white boys. Yet, I haven't heard them taking over a town, let alone a state, have you?
The numbers may have dropped but gang violence due to the drug trade is still thriving, not much different than Chicago, New Orleans or any other city.

Not taking over no. But they do claim territory. Rival MCs also kill each other every bit as prolifically as the Bloods, Crips, LKs, MS13 etc. They also move just as much tonnage in drugs and weapons. As far as White "gangs" go outlaw bikers make up the bulk. However, unlike the other gangs, they don't usually open up on each other with civilians in the crossfire. Not near as much anyway. With the exception of brawls like Laughlin twixt the Mongols and The Angels that happen spur of the moment, they tend to strike specific targets at specific times in isolated areas. Bars and club houses used strictly by rival MCs.
They don't do drive bys in residential neighborhoods and indiscriminately spray every house with bullets. Other than that they are every bit the fleabags the Crips and such are. Especially the Vagos. They are a crew of mangy fleabitten varmints if ever there was one. They don't tend to fight with the Black or Hispanic gangs much.
They do hold considerable power in their areas of influence, just like every other gang and they make their money the same way. They just aren't as fast and loose with when and where the guns come out and against who. But they're still stone killers.

Of course there are white gangs. You can find them in Halo or shopping at the Gap.
