Jimmy Carter supposedly had a 145 IQ. That put him in the pretty smart category. However when home buyers were paying double digit interest on their home loans and gas lines stretched around the corner; we did not think of him as so intelligent. So, I would say, that IQ does not count if you cannot make our lives better. We have to wait and see what Trump does or does not do for America.
I would put Obama around 120. Still good, but I think he is below top class. Hillary also around 120-130. Good at learning things, but unable to develop original ideas and see relationships between concepts unless it is obvious.

Trump can give a long speech without a teleprompter. Obama can't.
Now this is truly hilarious. Trump has never given what I consider a "speech" . A speech generally has a topic, a beginning, an end, and some relevant content in the middle. Trump in most cases is simply delivering a RANT. And unlike effective ranters like Hitler, his wandering tirades are typically all over the map - generally working in his enemy of the day; Clinton, Obama, BLM, the press, American intelligence agencies, Muslims, Mexicans, blah, blah, blah. Many thought that this was just his approach during his populist campaign, and that once President he would settle into actually performing the duties of the job - one of which is communicating clearly and logically to the American people that he supposedly represents. I never though we'd see that change, and sure enough - it looks like he will stay true to form. Don't ever expect effective communication from Trump, being President is just an opportunity for him to engage in ego-driven bloviating.
