HRC needs to be tried AND convicted first.

You cannot grant a pardon to someone that hasn't been convicted.

It's like infusing an antibiotic into someone who doesn't have an infection.

Like others have posted in other threads, though, Ford pardoned Nixon - absolving him of any crimes he may have committed. He hadn't been charged with anything at that point.
