assuming non-citizens/residents are not being given govt subsidies for their premiums, i don't see how disallowing someone from the exchange accomplishes anything. would undocumented workers have been eligible for said subsidies under the waiver that CA was applying for?

The "real world"? California has the highest number of undocumented immigrants in the country. Even Texas, which has the second largest number, ranks well below our state. So this happens to be our "real world."

Senat3e Bill 10 would have provided that no federal subsidies could be provided. The bill was silent as to state (state funded) subsidies.

Apparently not.

And without this, they'll have to go back to using the ER for health coverage.

if they are allowed to purchase low cost car insurance as against the locals, the more that they get subsidized health insurance considering that car insurance cost significantly lower than health insurance
