Those gaudy gold curtains on close inspection appear to be the ones used in the Clinton Oval Office. They have a distinctive blue pinstripe detail on the valance. Interesting choice, no?
I doubt they knew perfect English right off the boat if they came from a country that did not speak English. They had to learn English, which can take years.

The gold Kingston valance and drapes currently gracing the windows of the Trump Oval Office were designed by interior designer Kaki Hockersmith for President Clinton in 1993. Note the distinctive blue detail stripe on the valance. The rug was President Reagan's, installed during his second term and recognizable by the red scalloped-shaped border.
