Congressman stated that they are trying to freeze the funds... not complete yet.

It was done during the inauguration by the State Dept. while Obama was still president.

I wouldn't have a problem so much with foreign aid if it was actually going to feeding the poor. It doesn't, it goes for actions that just make them poorer.

That is besides the point. If Congress discusses it and authorizes the payment, can WH refuse to pay it? Why have Congress at all when WH can make all the decisions?

It's why we have three branches of government. Yes a president can do this. The Congress can then take it to the third branch for a ruling.
