You might want to read up on whether or not the Executive Branch of Government... is "part of the government". Hint: it is. Those agencies are indeed part of government. The lack of understanding of the government is astounding, and it is clear why trump won the election.
Go back to Russia. You don't have the faintest clue what you are saying. If the Executive Branch violates the Constitution which is what they are doing now, it is very much a concern for Supreme Court and the Congress.

If this does indeed mark the beginning of the end for the EPA, I'm guessing the next Flint-style water crisis is not going to be a priority for the Trump administration.

I'm pretty sure he said he took the control from DC and gave it to the people. Didn't you hear his speech?
Of course it was never his to give, because these agencies ALWAYS belonged to THE PEOPLE, not some political hack who just moved to DC.
It's bigger than that. He took control from DC (to include these agencies) and returned it to the people. They report to the President, who reports to us.
So since he works for us, and they take orders from the President do you really think a group of citizens could walk up to the EPA and administer a change at our request? No. They're not going to do anything without their hand being forced, which is what he is doing.
Staffers in EPA's public affairs office are instructed to forward all inquiries from reporters to the Office of Administration and Resources Management.
There is no media blackout, questions from the media are being forwarded to Office of Administration and Resources Management.

You can't 'summarily' ban any government document or data if it's FOIA-able. Any executive order to do so would be in violation of the law.
