I think it is a great idea and I wish more cities would start doing this. Face it folks, driving our cars causes external costs that we are currently not paying for. This is a way to begin to have people causing these problems to start to absorb these costs.
This plan has been very successful in London, despite some initial wailing and gnashing of the teeth. I see no reason why it can't work in the U.S.
