Obama actually asked for authorization for the rest, along with electronic surveillance, boost in border patrol, but that authorization was denied.

Thanks for the link. It confirms what I said. Only 700 miles was authorized, and 700 was built by 2009. Anything extra will need Congressional approval. It was not a blank check to build 2000 miles, or 4000 miles.
