I think Trump may be responsible for the leak. During his 7 country ban, he would have looked bad politically to his followers if these refugees were let in to the U.S. Now, because of the leak, he won't be blamed if he can't legally get out of a deal he desperately wants to get out of. Plus the leak hurts Turnball politically.
