Democrats do understand the difference between ILLEGAL ALIENS and legal immigrants but that doesn't suit their narrative. It's their way of making illegals sound like everyone else who came here legally. Keep in mind that those tens of millions of illegals that have come here in the last 30 years or so have had and will have many children that are U.S. citizens (anchor babies) and are voting or will be voting for dems by about 80% since dems provide them with every possible benefit. That's what it's all about. Without illegals coming here, the dems voting pool would be drying up and they would no longer be the dominant political party in the future.
Liberals in government aren't stupid. They know this and fight tooth and nail for as many illegals to be here as is possible. Illegals come here and get pampered by democrats and in return their children and grandchildren vote for them in huge numbers. California is the very best example of this.
Keep in mind too that CA didn't become so liberal by having liberals from all over the country move there. It happened with millions of illegals coming into the state for the last 30-40 years. Before that, CA was a conservative state.

It's very deliberately done to confuse and brainwash those who don't follow the news and politics. I've seen comments on article that state building a wall is intended to keep all Mexicans out, so the brainwashing is complete

Senator Obama used "illegal immigrants" in the video posted below back in the day and both Chuck Schumer and President Clinton used "illegal aliens", I guess democrats have a short attention span or memory:
