He has a higher approval rating than Congress as a whole- not individual members. You also have to remember a member of congress only needs to be popular in one district.
Can you show us polling that individual members are lower than 40% in their districts? Because people in Texas hating Pelosi or New Yorkers not liking Tom Cotton don't mean a hill of beans.

What does the approval of someone in California matter to a congressmen from Tennessee ???
Also not sure where you are getting the Single digit number from, or why you think only Democrats have low ratings.
What are saying is the equivalent of other UN member states grading Trump.
Honestly, the bar is set ultra low for Trump. He managed to get elected despite the fact that he is an adulterer, harasses women, has shady business deals, possesses six of the seven deadly sins (you would think the radical Christians would run from him for that alone), has no policy, no governance instinct, is not a statesman, shoots from the hip, doesn't know what he doesn't know, and is extremely insecure about his brand.
It proves that one can exploit hatred and fear and get elected.
Obviously, I take such results with a grain of salt, but it is funny to think of.
Another poll found some good news: President Trump is more popular than Paul Ryan (whom Mr. Trump insisted, when in Wisconsin the other day, in calling "Ron"):
It's still pretty high with conservatives. They loved his visit from Ted Nugent, who I understand was able to shoot some squirrels in the rose garden. Sarah Palin, ever the fashion icon with her "look at me, I'm a tramp! off the shoulder trashy look. And Kid Rock, what can one say....? A stellar Renaissance Man. All there to further defile the Oval Office with our President.

Of course the GOP-led Congress is less popular than hemorrhoids, herpes, cockroaches and Nickelback. Not sure how Trump compares to those things, but my guess is he's probably just a little above herpes and neck and neck with hemorrhoids.
