No. The CA DWR people knew is 2013 that the spillway was damaged and didn't bother repairing it. They also failed to do any maintenance of the emergency spillway and just hours before it was overtopped were trying to do repairs to the base of that structure.

It's possible and some of Sac's suburbs are on alert for possible evacuation.

The Feather river which is where the dam empties out to, eventually flows into the Sacramento River.

Sacramento itself, is surrounded by levees and flood plains is actually one of the most flood prone cities in the country.

Would not. Dam is not failing, spillway is coming apart and emergency spillway is pretty crude and not handling the overflow very well asfik.

Just four hours ago the DWR twitter account was saying everything was stable.
