Nope. He was higher than all of them. The National Security Advisor only reports to the President. He's the highest advisor of them all.
So, yes, it was a fail, all right. An enormous failure, one big enough to cause Trump's own downfall. Flynn could be charged with a felony, and he could escape prison by spilling the beans on the Trump-Putin relationship.
