The most amusing part is that he's never going to find anything on their phones, work or personal, they'd have to be pretty stupid to leak on electronic devices - it'll be paper or face-to-face meetings, Spicer is going to have to have all of them followed Though I do like the theory that Spicer is the leak himself, trying to bring down the Administration by incompetence
After his own private security team sweeps the White House for bugs, including the private residence, I'd tell each member of my team some different lie (with no one else around) and in confidence and see which story makes it back to the media.
Leaks are rampant as the WH workers want to be able to cover themselves against criminal charges. They are speaking OFF the record publicly but they know their names are being held by reporters to whom they speak. These staffers KNOW what is going on behind the scenes and don't want to be charged with crimes when it all comes to light. Nixon staffers did the same; and while Halderman and Erlichman and Mitchell were charged with crimes and convicted, those who could show they spoke out, even privately, were spared criminal charges.
