If contracts are already awarded or in place then changing them midstream would create an uproar with the contractors and significantly increase costs. Materials may not even be available to use. They have bid based on specific materials and costs. The Buy American for the steel pipe will cause a contract to be more expensive and we will have to be good with that.
If we want the pipeline work to start quickly to get things moving in America, it may just be at this time that we can't require that materials all be bought in America for a variety of reasons, some of which probably include NAFTA, materials already purchased in anticipation of the project going ahead (before it was cancelled earlier) or our companies just not being ramped up enough to supply whatever is required quick enough to meet project deadlines.

So the taxpayers are supposed to buy American, paying more money for everything but corporations are not?
Yeah right.
How is this: I'm not buying anything unless it is absolutely necessary for as long as the Cheeto is in the WH.
I admit I'm not fully aware of all the intricacies of this pipeline, it is my understanding that the owners are a private company and they are not bound by rules and regulations for purchase of materials as a government contract (i.e. Buy America clause) would require.
As a train hauling the same oil can do when it derails.
