But you'd be surprised how often consensus is the means for making supposedly scientific judgments. If you present a scientific research paper to a panel of three faculty members, to be granted an advanced degree, if two vote against you and the research results, it is rejected. Maybe those two had personal grudges and the science had nothing to do with it. Politics often rules over science.
