Which has not been done. It was originally aimed at 155 taxpayers (out of how many millions?) who paid no tax on incomes over $200000. It wasn't indexed for inflation at the time, nor has it been in the succeeding almost 50 years, so each year it hits more and more people and the minimum income impacted goes lower.

When it starts hitting people, like a husband and wife who are top step teachers, it's maybe time to reassess and either get rid of it or redo it.
