Anything that cuts government is a solution. The only real question is if it is enough and we have so much government to cut, I doubt "enough" will ever be achieved in my life time, much less others.

Government is not good, it is evil that has very limited need, its growth serves only to enslave the individual under the guise of the public good and it sells its favors to the mob majority in the same manner that a drunken agitator encourages a rowdy mob to violence.

I know the money came from federal grants. I dont know through what agency but its the same principle: federal grants supplementing state and local projects.

The workers are illegal aliens. So yes, it does matter. They rent (most often multiple families to a single family unit), use services, Head Start, public school, free health department, ERs, local food banks, jails, courts, etc. work a few years sending remittances, then move.
Existing residents cant get hired. There was a class action suit charging as much if you don't believe me.

At one time I'm sure these programs did help to bring businesses into this economically depressed area but as others have pointed out it should be a temporary program. The federal government should not have to hold states hands for over 50 years.
A big draw for business is fewer restrictions and lower taxes which is actually drawing some business to locate in my state. At the same time we have lost some of our larger factories to cheap labor south of the border.
