Doesn't matter who the workers are, but they pay property tax, sales tax, income tax etc. Better question is why would existing residents not work there?
And where will these small towns find a job? It's hard for a Town Hall to leave its foundation and start working at McDonald's.

I know the money came from federal grants. I dont know through what agency but its the same principle: federal grants supplementing state and local projects.
The workers are illegal aliens. So yes, it does matter. They rent (most often multiple families to a single family unit), use services, Head Start, public school, free health department, ERs, local food banks, jails, courts, etc. work a few years sending remittances, then move.
Existing residents cant get hired. There was a class action suit charging as much if you don't believe me.
At one time I'm sure these programs did help to bring businesses into this economically depressed area but as others have pointed out it should be a temporary program. The federal government should not have to hold states hands for over 50 years.
A big draw for business is fewer restrictions and lower taxes which is actually drawing some business to locate in my state. At the same time we have lost some of our larger factories to cheap labor south of the border.
