I think the Obama types "understand" the distinction perfectly well. They expressly want to bring the U.S. and the West down a peg and equalize us with the Third World, which as a practical matter means the Islamosphere. Even allowing Muslim immigration is empty, in their mind, if the fathers in those families cannot control their wives and daughters in a traditional manner. This means, for example, turning a blind eye towards honor killings, clitoral circumcision and violence.
