Germany has already committed to increasing defense spending as have several other NATO members (France, the Netherlands, etc).
The German Navy is reforming the Seebataillon (marines) after a 100 year absence of amphibious assault capability. Germany did not have marines during WW2, rather all sailors had limited infantry training ... and the poor results were obvious (see Danzig in 1939). The Navy will also get 6 corvettes, 4 frigates, 6 submarines, and 2 "Joint Support Ships" (amphibious assault ships?).
The German Army will be increased to 200,000 troops by 2024. The number of Leopard 2 tanks will be increased to 328.
No NATO country "owes" the US anything. There isn't an unpaid bill that Germany owes. There isn't a grand NATO military budget - each country pays for it's own military contributions. If the US cuts back there isn't a shortfall that other countries have to make up. By choice, the US spends more than double per capita what the other NATO countries spend on their military. (that's total US world wide spending - not split out into a NATO portion).
The only set NATO budget is a smaller budget for HQ and admin type functions. The US contributes 25% to this budget.
Germany has until 2024 to get up to 2%. They don't owe us anything. He has no idea how any of this works.

You have no idea how it works. Germany has been under-funding their military for years. Getting to 2% by 2024 only means in 2024 they are not underfunded. What about all the years where they were not doing their share? Besides lip service by Merkel and other in German government nothing is in the works to actually increase military spending to 2% by 2024.
Germany's draft 2018 budget, unveiled on Friday, showed it was planning to spend EUR1.4 billion more on its military next year. While this represents a 3.9% rise from this year's budget, it will put the country's defense budget at 1.23% of gross domestic product, unchanged from this year's share and still far off the North Atlantic Treaty Organization's military-spending recommendation of 2% of GDP by 2024.
Meeting the 2% goal would have required Germany to nearly double military spending to EUR65 billion from the current EUR37 billion target, according to the finance ministry. Friday's budget plans show that military spending would increase by a total of EUR5.3 billion for the years through 2021 from the 2017 level.

These are positive steps.
Germany does indeed intend to increase spending to 2% over the longer term.

Exactly - the 2% target was initiated during the 2014 NATO meeting in Wales, and members were given a decade to meet the target.

aim to move towards the 2% guideline within a decade with a view to meeting their NATO Capability Targets and filling NATO's capability shortfalls.
Allies who currently spend less than 20% of their annual defence spending on major new equipment, including related Research & Development, will aim, within a decade, to increase their annual investments to 20% or more of total defence expenditures.
All Allies will:
ensure that their land, air and maritime forces meet NATO agreed guidelines for deployability and sustainability and other agreed output metrics;
ensure that their armed forces can operate together effectively, including through the implementation of agreed NATO standards and doctrines.
