On one hand, yeah. But the OP is referring to cities that not only just "turn a blind eye" to illegal immigration, but have policies in place to make it easier for an illegal/undocumented immigrant to reside and work. For instance, a policy that would allow an illegal/undocumented immigrant to report a crime without putting themselves at risk for deportation.

So do we mass deport every single illegal/undocumented immigrant? Impose some insanely high percentage-based fee for companies and persons found hiring illegal immigrants? I'm thinking something actually burdensome like 75% of that company or person's income (before losses/expenses/etc are taken into account) for the previous tax year.

A city can NOT deport someone even if they wanted to. It's not up to the cities to enforce laws that are the Constitutional responsibility of the Federal government.
