Regime change doesn't have a record of positive change, agreed. But at least we let the Syrian people know the US won't allow chemical gas attacks without consequence.

And if we don't launch a full scale effort at regime change, which I don't believe we should, the other part of that message would seem to be telling the Syrian people we have no problem allowing Assad to continue killing them using convention weapons.
