The advantages are obvious. After forking over huge amounts to the Fed and State, I believe we'd be in the proper frame of mind to decide which politicians should stay in office and which ones should be booted out.
Might be even better if we also repealed Income Tax withholding and Payroll Tax withholding (Social Security, etc.). People can still set up their own monthly or weekly payment plan to the various governments so they don't suddenly owe a huge amount on Income Tax Day (in November). But they don't have to if they don't want to - they can wait till The Day, and then fork over the entire amount. Or face the wrath of the IRS and the collection agencies they hire every year around then.
I believe this would make people a lot more aware of how much we really pay to the IRS, state agencies, SS etc. And it would certainly put people into the frame of mind they need to be in, when electing or booting out politicians.
Yes, it would make governing a lot tougher. Too bad. Government is making our lives a lot tougher with the incredible spending and borrowing they keep doing. They need to start finding ways of making the burden of government, less tough on us. This would give them incentives. Instead of the incentives to go the other way, that they have now.
Withholding was created (during WW II) precisely because people were unable to pay a lump sum for the whole year's taxes.
It would be even more effective it Tax Withholding were repealed. Then no one would get a "refund" - they would be staring at a bill, even if they had set up a voluntary weekly or monthly payment plan.
This would put them into the proper frame of mind to decide, the next day, which politicians should stay and which should be booted out.
In the spirit of full disclosure, I'd like an annual statement listing the value of all the tax breaks so I could know how much I am subsidizing others.

Moving the date to November makes no sense. You're going to give people 11 months to do their taxes for the previous year? You do realize that the IRS needs time to process tax returns...
I don't know what is government making "tougher" on you with filing taxes. You know when changes will occur. You know the current tax system. You can learn how it works and appropriately set your withholding. If you don't like it, there's this thing called Democracy.
