Interference meddling, intrusion, intervention -- with the goal of affecting elections in another country -- are all the same no matter how it is done.
"opinions" by a citizen carry not much weight overseas. "Opinion" by a former President carries a lot of weight.
The former has no goal of actually influencing an election. The latter has it as a goal.

Exactly
There are numerous other examples as well, does the man's ego know no bounds.
He wasn't a citizen when he waded in to Brexit, he was President, and he's not an average Citizen now, he's still obviously very much on the world stage.
He upset many in Britain by becoming involved in the Brexit vote and he will no doubt have upset many people in France, indeed the majority who do not support Macron.
As for Russia, they haven't blatently wadded in to Foreign Elections in this manner, they might have covertly tried to influence elections but that is all, although the FBI did a fairly good job of getting involved in the US Election.

I say again, hacking an election and talking about one are not of the same caliber. It really doesn't matter if English citizens are upset that Obama commented. Him commenting is no different than the English PM commenting or the German chancellor commenting or anyone commenting. Until Obama hires people to get dirt on LePen by hacking her personal data, I don't think you can compare it to what Putin was alleged to have done.
