When you purchase a controlled substance, you have to produce an ID. This is so the Govt can track such sales to help eliminate the potential for abuses. When people were buying cold medicine like candy (to make crystal meth with) they had to try to slow the abuse down, so this law was enacted (maybe late 1990's?). Any controlled substance or medicine with a controlled substance in it, will require an ID in order to purchase.
