Because he didn't.

American, by comparison to other Western democracies, is doing fine as far as terrorism goes. A handful of attacks and that's it. Europe is far worse off in this regard. A simple increase in border security for either place would be momentous in addressing the issue.

And let's keep in mind; Obama is not a dictator. Any ills you feel he committed as president, congress and the courts allowed. They are ALL responsible. Nor is Obama the leader of the world. If you blame the migrant crisis in Europe on Obama, you're a fool. Its not his job to protest Europe. Nor is it Trumps. It was once a common view among American presidents that "she goes not abroad looking for monsters to destroy." The idea that we must hunt down essentially rebel groups in foreign nations for the theoretical threat the pose to us is entirely contemporary, and not even slightly constitutionally valid. As is, Obama already took military action against terrorist groups that should have been considered unconstitutional, and yet so many self described constitutionalists feel that it wasn't enough.
